Macro manufacturers and distributors of liquor
The National Liquor Authority has deployed the Transfer module on the Case Management System (CMS). As a result, applicants are required to file the Transfer application (s) on the CMS with effect from September 2024.
NB: Transfer application will be completed by the Transfer and Transferee, therefore both parties should have a registered email address on the CMS. Registrants who wish to file a Transfer application(s) should ensure that their registration is fully compliant on the CMS.

Notice: Payment for applications (new, renewals, transfers, relocations, and alterations)
All new NLA applicants and registrants are required to pay the application fee and upload proof of payment on the case management system (CMS). Payment should be uploaded on the CMS within the month that the transaction takes place. Registrants are required to use the reference number generated by the CMS. The reference number must be clearly visible on the deposit slip.
For annual returns: Registrants experiencing technical challenges with the system must still ensure payment is made on or before the anniversary date.
NB: Payments that do not have reference numbers and/or trading names will remain on the suspense account, and eventually be surrendered to the National Treasury.

NB: Registrants who wish to file a relocation application(s) should ensure that their registration is fully compliant on the CMS.

Overview
The National Liquor Authority (NLA) is established in terms of the Liquor Act, 2003 (Act No. 59 of 2003) with jurisdiction throughout the Republic of South Africa.
Functions of the NLA
- The NLA is charged with the responsibility of regulating the macro manufacturing and distribution tiers of the liquor industry by registering macro manufacturers and distributors of liquor to trade.
- The NLA educates internal and external stakeholders about the Act.
- Empowers stakeholders with information on how to apply for registration at the NLA by capacitating trading associations with training and creating general awareness of the effects of alcohol abuse.
- Conduct inspections on premises and check suitability and compliance with the provisions of the Act.
- Investigates complaints submitted in the prescribed form.
- Monitors and enforces compliance with the Act.
- Inspects any document that a person is required to maintain in terms of the Act.
- Seize any liquor that appears to have been manufactured contrary to the provisions of the Act.

Education and compliance
This division is charged with the responsibility to educate both the internal and external stakeholders about the Act, the NLA and its role as a regulatory body. Furthermore, the sub-unit empowers stakeholders with information about how to apply for registration with the NLA.
Registration
Deals with the processing of applications for macro manufacturing and distribution of liquor.
Legal support and prosecution
This division is responsible for conducting inspections and investigations to ensure compliance with the Act and regulations.
