The Minister of Trade, Industry and Competition, Mr Parks Tau, will officially open ACTOM’s state-of-the-art Fan Manufacturing Plant in Driehoek, Germiston, on Thursday, 29 May 2025. The opening of this facility marks a significant milestone in South Africa’s industrialisation and localisation efforts, and is a direct outcome of the National Industrial Participation Programme (NIPP) – a key policy instrument under the country’s industrial policy framework.
The new facility comes on the back of ACTOM’s recent supply of industrial goods to Eskom and its commitment to fulfil the National Industrial Participation Obligations. These obligations are designed to leverage strategic government procurement to stimulate domestic manufacturing, promote technology transfer, and support the growth of local industries.
Speaking ahead of the official opening, Tau welcomes ACTOM’s investment as a strong signal of confidence in South Africa’s industrial base.
“This facility demonstrates how government procurement, when properly aligned with industrial policy, can deliver real economic value. ACTOM’s investment is not just a vote of confidence in our economy – it’s a bold step toward building the energy and industrial infrastructure we need,” he says.
He adds that the new plant will manufacture large-scale industrial fans for energy, mining, and food processing applications – supporting both domestic infrastructure projects and regional export opportunities. It also represents a practical case study of the successful implementation of the NIPP through Original Equipment Manufacturer (OEM) participation.
“We are seeing the tangible outcomes of policy instruments like the NIPP. When companies like ACTOM partner with the state, we don’t just localise production – we build local capacity, transfer skills, and create sustainable jobs,” says Tau.
The event will bring together industry leaders, policymakers, and enterprise development stakeholders in celebration of a shared commitment to industrial expansion, job creation, and economic resilience. The facility also positions ACTOM as a key contributor to South Africa’s efforts to reduce import dependency, enhance competitiveness, and grow the manufacturing sector.
“This is industrial policy in action and it affirms our belief that localisation is not just desirable – it is entirely achievable when we work in partnership with industry,” concluded Tau
