The Department of Trade, Industry and Competition (the dtic) wishes to reassure beneficiaries and stakeholders of its continued commitment to the Film and Television Incentive Programme and to provide an update on the processing of outstanding claims and applications.
With effect from the date of this notice, the Department, in consultation with the film and television industry, will commence a comprehensive review of the Film and Television Incentive Programme (FTIP) guidelines. The review is intended to strengthen programme administration, enhance governance and accountability, improve operational efficiency and ensure that the FTIP remains responsive to the evolving needs of the South African film and television industry.
The Department wishes to assure stakeholders that all applications already received will continue to be processed in accordance with the existing approved guidelines. To facilitate the finalisation of pending applications, meetings of the Adjudication Committee will resume on 27 August 2026. The committee will consider and adjudicate qualifying applications that have successfully completed the administrative and technical assessment processes.
During the 2024/25 and 2025/26 financial years, the Department received applications with a combined value of approximately R1,2 billion. Applications will continue to be processed on a first-in, first-out (FIFO) basis. During the same period, claims amounting to R727,8 million and R503,5 million, respectively, were paid to qualifying beneficiaries. As at 30 June 2026, the programme’s outstanding liability amounted to approximately R255 million. The Department will continue to process these claims, subject to the availability of funds and compliance with the Programme requirements.
Beneficiaries are encouraged to respond promptly to requests for information and to submit any outstanding documentation required to facilitate the processing of their claims and applications. The Department acknowledges the impact that processing delays may have had on beneficiaries and sincerely apologises for any inconvenience caused.
The Department remains committed to supporting the growth, sustainability and global competitiveness of South Africa’s film and television industry. Following stakeholder the engagement, the completion of the review and the requisite approval processes, the revised FTIP guidelines will be published.
